I am looking for historical wind data (speed, percentage occurrence, etc.) for several global locations. Does your dataset have this and if so how do I access it?

Yes...wind speed data is available in several different places.

The following link (NOAA NCDC GCPS DAILY STATION) connects to a comprehensive map of the available US stations. You could either 1. find the station on the map by zooming in, and then scrolling down, or 2. click on the search icon and type in the station name: "Newark."

For example, the following chart is of Newark (a randomly selected city.) Note that wind data at Newark, New Jersy was not collected until 1984.

NOTE: NOAA NCDC DAILY GLOBALSOD is recommended for stations outside of the United States.

Most stations do record wind data.

Of completely different nature, there are many very nice images of average monthly wind speed over the ocean. These are also available grouped in months going pretty far back. The provided image is a monthly climatology image for Januery. It averages the meridional and zonal wind vectors. Further images are currently being worked on.
